Your Mayor seems ok to me! - Seems like the sort of guy one could reason with.. "Now, Mr Mayor - How about we take the guns from the Marines, and let them play with Theremins instead?"

.. Then there could be all sorts of new 'training' games.. Hiding Theremins and getting the Marines to turn them off without making a sound..

That is just one of his egomaniacal gaffs; our mayor spends money on foolish fluff, while the townspeople flee the ever increasing tax burden.
He is a career politician that has never had a real education, or owned a business, or understands capitalism, for that matter. Yet he has decreed himself Toledo, Ohio's economical development director!
On the matter of the U.S. Marines being turned away from a training excercise in the abandoned down-town section: how ignorant of this petty politician! Even if one disagrees with my country's endeavours in Iraq, to disallow a training excercise to young men and women that may well need it when deployed is beyond contempt!
The United States of America has an all volunteer military, our cretin of a mayor sold them out for a political Kissy-Face with his democrat task-masters in the state and federal government.
Fred, you probably don't concern yourself much with the USA's political system, but it is corrupt beyond measure when one party rules for forty years, like here in northwest Ohio: All Dirty democrats.

Theremin should suit him fine then! LOL .. It is a wonderful instrument when learned and played by someone who is musical - but an ideal instrument of torture in the hands of a non musical mayor, I would think!

Anyway - Best leave this.. or we may get a rare event here on TW.. an off-topic reprimand! ;)
