Poor volume control range

Increasing the area of the antenna increases the mutual capacitance (between antenna and hand).  It also increases the intrinsic capacitance (between antenna and the universe).

If you wrap the foil around the antena does it work, or do you need to add an isolator layer (paper) between foil layer?

You want good electrical contact, so no insulator layer.
